According Atsuko Nishida and Ken Sugimori the 3 Kanto starters were designed after their fully evolved forms (Venusaur came before Bulbasaur). They are based on Frogs, Lizards and Turtles. The Pokemon were designed as sprite art first then converted to color drawings by Sugimori.

Huggto's art direction in the first episode is pretty interesting. The backgrounds are really soft and take somewhat of a more subdued approach. It should actually be familiar for fans of Super, because it turns out that the art director was Nagisa Nishida!
