In 5e, you can build an aarakocra Sorcerer with the Draconic Bloodline, and just describe it as a Medium juvenile dragon. Your "breath weapon" can be mimicked by the appropriate spells (for instance, Fire Bolt and Fireball, or Shocking "Grasp"/Bite and Lightning Bolt).
