Let's remember how both Shizune was trying to backtrack her from it, Orochimaru via his antics, Jiraiya via his threats. What did Tsunade do? She NEUTRALIZED THEM ALL. She knocked Shizune out, put drugs into Jiraiya's drink so that NO ONE CAN STOP & INFLUENCE HER.
