Throwing my 2₵ into the "frame data" conversation:
At lower levels, don't sweat it. Focus on what's safe, unsafe, & knowing reversal options for your character, THEN the rest of the cast.

When it comes to certain MUs/setups, THEN you check frame-data to compare options.
