It's just quadballs in the sculpt mode! One for the base head, one ear, one eyeball, one for the nose/top muzzle, one lower jaw and one tooth. I just drag things around until I like the shape, and then merge and fillet the seam so it's smooth.

sylvain's lids aren't SUPER heavy, but they're drawn prominently above the long, soft curve of his eye
anytime you're drawing an eye, you're really drawing it over the sphere that is the eyeball, so it helps in figuring out angle
