Hiroshi Matsuda/松田 宏 would work as a package designer for the PC Engine version of Snatcher, eventually designing the logos for Policenauts and the first Metal Gear Solid. Outside Kojima games he did the title design for Trigon/Lightning Fighters.
The 3DO release of Policenauts marks its 25th anniversary today. Arguably one of Kojima's most ambitious story dramas.
This edition was the first to add things such as animated cutscenes, and paved the way for PS1 and Sega Saturn versions, which included additional content.
However, the settings of the two games don't add up. Meryl is in her teens in MGS1, which is set in 2005, while she's 24 in Policenauts, set in 2040. The only possible explanation that they're the same Meryl is that she underwent cryogenic sleep at some point like Jonathan did.
The Policenauts Official Guide by NTT (published on 1996/9/20) features a newly drawn art for its cover, as well as for a two-page spread. You can see the rough sketches of both of these drawings on Kojima's desk in the TGS 1996 trailer for MGS (recorded on 1996/4/1).
