ok so assuming puss is 70cm tall, I resized him to exactly 70px (minus the hat) put him next to death and that makes him 272px/cm tall
if we keep puss at 60cm that would be 267cm somehow

So I upscaled the same image 4x and Topaz wins out, easily.

In Topaz I only did upscale (sharpening and de-noise turned off). In PS I used the Preserve Details 2.0 resample option for resize.
