From there, I added color to the buildings, then made a separate layer for all the lights. I used some fun light brushes for the neon! After that, I added the moon and cleaned up some lines and colors until I called it good!

It all comes down to making sure the elements don't clash. In the B&W image, the distant buildings are light gray; the middle is gray, and the foreground is a darker gray. If I wanted to add value to the distant buildings, I'd use 2 shades within that gray. Make sense?
