Actually no! There's been many Blue Beetles! Before the Scarab was in the hands of Jaime, the 3rd Blue Beetle, it belonged to Ted Kord. He never figured out how to work the Scarab given by his mentor and instead used technology and gadgets. Both are currently active heroes!
