It's a fairly easy style to get down, you simply draw a picture at 4x the resolution, then resize it back down with bilinear filtering and a palette filter.

basically now when you post images instead of just showing every image at full resolution it crops and resizes your images to make it "look better", but in reality it just ruins the quality and crops off important bits of the image. I've got more examples below
