a cement works would actually work really well in the RWS as all the ingredients to make cement are either on or close to Sodor. the Main 4 ingredients are limestone, alumina, silica (which comes from sandstone) and iron.
whilst there are no limestone quarries on sodor it is in -

Though this never came to pass, when Hatt was reopening the Arlesburgh Line, one of his contingency plans, had BR tightened the yoke on Sodor and forced dieselization was to run it as a heritage line and attempt to save as many of his steam engines as he could.

Sodor’s Mainline has at least 3 water troughs. The reason why James couldn’t use them is that in “Deep Freeze”, the troughs were frozen over. Toby likewise, could not use them on his journey to Crovan’s Gate because he was never equipped with scoops in the first place.

Honestly, I could see a few more new steam engines arriving on Sodor in the Railway Series during the late 90s and early 00s, from being brought from heritage railways and museums. The Extended Railway Series did this exact thing, and I think it's a great concept.
