Because Mihawk can't beat Shanks in at least Haki, and Haki is outside the realm of swordsmanship. Shank's Haki stats, right now, far outclasses everyone in OP. Also, Shanks's portrayal far outshines Mihawk's as well. The burden of proof is on Mihawk, not Shanks.
