Dreamie’s Design is based on the sakura Sega Dreamcast, which is also where her name comes from, and the swirlies in her eyes are actually the logo on the game system it’s also on her back. Which is why her pawbs are red, blue, green, and yellow.

I don't TEND to ink smoke/steam/clouds. The brush I use in Clip Studio is "India Ink > Light running ink", I just do overlapping swirlies and the Blend tool when I want it to fade out cleanly. It gets some real nice texture and transparency IMO.
