Don't think anyone is assuming anything; "Evil" is a reference to the Dark type being "Evil type" in JP. It's why for a long time Dark was either an E4 type (Karen, Sidney, Grimsley) or mostly used by "evil" bosses like Cyrus (has Houndoom, Honchkrow & Weavile in Pkmn Pt).
