for eye shines i make them on a different layer, add border and then fill them in white. i don't color the actual 'whites' of the eyes white either, so they really POP!!! *AND* if you don't already go into edit > tonal correction and play with the color balance and hue settings:)

The process of doing the under painting on a digital model is interesting. Red for blood flow, blue for crevices, yellow for boney/cartilage areas… then overlay your skin tone in light layers until it’s where you want. This gives you nice tonal variety.
