A similar winter scene created in Kid Pix Deluxe 4. Kid Pix has some interesting brushes and does have several export options such as JPEG, PICT,BMP,Flash,Stand Alone Page (exe), and Quick Time Movie. Only downside is its fixed 800x600 resolution.

I think it's more-so that the Picture plus Twitter makes it Low-Quality. I know my FC2Video Profile Picture turned into that despite it having a normal 360 by 360 Pixel Resolution. The Left is the Original Image while the Right is how it appears within a Corner on FC2Video.
