Mostly because i needed to give a specific situation to confuse the player (who would control Donkey Kong ) and thus better manage Donkey's decisions for his own conflicts, because DK's conflicts were about trust.

Later Donkey Kong games would clarify that it was indeed part of the DK Isles just off the coast of the main island, meaning it truly was a Big "Ape" City. We would even see Kong-centric flourishes, like carousels with rhino mounts and a bridge dedicated to Rattly. 5/8
