This is such a great mix of typically disparate elements. She's got a glamorous conventionally attractive face like an idol, but it's offset by her red eyes, horns, sneering mouth full of sharp teeth and gnarled ears. Also she's YOKED. And her hands are MONSTROUS!

For those asking, a small breakdown:
There are 6 "keyframe" meshes toggled on and off like a 3d spritesheet.
The shader on these meshes is rounding the vertex positions to different gridsize for each frame, also an offset of the mesh can be done here.
