The hair mesh is very flat. The detail comes from 2 stretched procedural noise textures. One is a bump map, and the other effects the Toon Size. The textures are very simple, but since they are effecting 2 elements, it makes it look like more is going on.

In 's Attrah, procedurally generated worlds are saved to disk as images, storing data (biomes, vegetation, height...) in RGB layers.

They have quite an artistic vibe, don't they?
