Red and his Clefairy can actually be seen in the Advance Generation episode, Lights, Camerupt, Action! (episode 86). Implying some form of connection.

Now, Pokemon Yellow is based on the anime. There isn't really a Pokemon in the anime that can be considered a counterpart to Pikachu. Jigglypuff is a common pink reoccurring Pokemon in the anime, and Clefairy was seen as a mascot of sorts before Pikachu and was used before it.
