Juri recognizes that this is evolution, something she believes that humans and digimon can do and that is what Culumon, Takato, Leomon and everyone else were trying to tell her. Everything is important, nothing deserves to be destroyed.
Juri understands that the D-Reaper took on her appearance because she wasn't acting as a good girl, by distorting Leomon's words to what she believed, trying to justify her thoughts. But she could try to live a new life smiling and happy, if she tries she can become a good girl.
After analyzing Juri's thoughts, the D-Reaper comes to the conclusion that human thinking is illogical and all humans and human creations are foolish.
By capturing Juri, who was immersed in her feelings of sadness, and putting her in its kernel, the D-Reaper tries to increase these feelings inside of Juri, increasing even more her despair, since this increased the power of the D-Reaper.
Unlike in the DW where it deleted everything, in the RW we don't see the D-Reaper delete. It explains that this is because the analysis of organic lifeforms has not yet been completed. And Juri is being a fascinating sample, since she has a similar thought to that of the D-Reaper
