I never got into One Piece due to sheer volume of content, but I was scavenging through the manga while doing this one and DAMN the designs are just crazy, turns out Eiichiro Oda is an absolute monster of character design

My process is kind of generic but here is how I do it,
-First write the Basic Idea of the episode
-Then write the panel by panel content,
-When I draw them I draw the panels pretty close to each other then space them out, then line, color, add text, then finish any other detail
