Because means testing generally hurts poorer people who don't have time for paperwork or get screwed by the people who wrote the rules.
I'd rather the occasional trust fund kid get food stamps, etc. than have one more working parent unable to feed their kids due to bureaucracy.

Just an update that I have had some bad results from some medical testing but trying to stay positive that further news coming tomorrow will give me some options.
I’m finally getting mental health help so that’s at least one plus.
