With 101 DALMATIANS Disney was entering a new era: using Xerox tech to transfer drawings onto cels. Worried that the characters would pop out, AD Ken Anderson worked on using cels for the BGs as well. Here you can see some examples, incl some where there's an offset:

101 Dalmatians probably had some of the best environments/backgrounds for a Disney animated feature ever. Walt Peregoy did some of the preliminary color studies on the film (images 1 & 3 here).

wait tracing is copying directly by putting a layer to line and color right?
I also went through an editorial phase, a rendered scientific illustration phase, a 101 Dalmatians phase and a Charley Harper phase. This is what not going to a traditional 4 year college was for me. Just throw darts till something sticks.
