Yeah!! I tried so many different methods, and at the end using a Tonal Correction Curve Layer overlay and masking it + painting over some stray edges is just the easiest/most efficient way to me! All you gotta do is to tweak those overlays to work with an specific hair color base

here's a mini guide I made a while ago on how I do those monitor effects. It's maybe obvious but it works pretty well. Just draw horizontal one pixel lines with a blank space in between each one, then set the layer to overlay and put it over the picture.
