If I had to judge these with the parameters of how well the characters are arranged, Attack of the Clones has the best composition seconded by Phantom Menace.

Revenge of the Sith's arrangment is just plain ugly.

In a future Mega Man game, they should consider bringing back the Mega Man Killers.

They don't even need to be part of the plot, they could be copies, clones, anything, let's just see them again.
