Scrapped animations found in Sonic 4 Episode II strongly suggest that the game was planned to have the ring tethering mechanic seen in Chaotix.

I didn't draw it myself, it's from Knuckles Chaotix, which uses the 32X scaling to make Metal Sonic loom into the screen. However, final version uses the low-res one on the right (which looks correct once the animation ends), beta uses the one on the left (looks best big)

With aside from the usual characters, Eggman, Tails, knuckles, Amy, Metal, ETC I think the two characters that deserves the most to appear is Silverand Blaze.

unlike Shadow, the Chaotix, Cream ETC. They have never appeared in an animated series.
