Ever wondered what the heck "Gamma" is from the only cutscene MegaMan 3 has? The Japanese manual sheds some light. He is a peace-keeping robot Dr.Light & Dr.Wily (who is now a friend) created. Wily then stole it. Presumably, Gamma is that robot Wily pilots during the last battle.

He was created by Wily to cause trouble and frame Mega Man. He also doesn’t have any hair or “casual” body like Rock (has only one purpose)
He only causes chaos at night, and has the ability to change his eye color as well.
Man, Wily is such a fun, rad villain. I respect the dedication to skulls immensely.
Also man the casts new designs in Mega Man 11 were so good, especially Wily.

That is to say, most media before 11 showed them working together while they were already quite old, but 11 showed them as pretty much young adults when Wily started developing envy towards Light. But Wily respects him. Wily's main goal is mostly to show he's better than Light.
In the North American story for the original Megaman, Wily is Light's assistant, who turns disloyal and steals Light's robots, but Megaman resists the re-programming.
Originally Wily was a jealous scientist who reprogrammed the robots but didn't think Rock and Roll to be useful.

@contxtsonic That could be, but X is a Dr. Light design and Dr. Light's robots were able to do the same. putting two and two together would hint X can also do it.
Zero is another case since he isn't a design by Light and we never see any Wily robots put on or take off armor.
@MaxiSkaTaxi That might actually be more apt than ya think. According to the Legacy Collection, Dr Wily designed THIS robot based on a Manga he read as a boy. Since the Classic series takes place in 20XX, it’s very possible it could have been Dragon Ball he was reading.
