Here's the image without editing. The back character is Casimir/Flint (identified via the yellow eyes), the girl is Ram (identified by the ram horns in the edited piece), and the camera person/finger camera is the unknown sibling/V (not identifiable, just via context)

Finally saw the ep and man what an ep it was. The voice acting was amazing, especially Grisha's va. Loved the art and detailing in this ep. We finally got the revelation in the anime and it was perfect. Mappa once again did it!! The way the camera was zoomed in, the music amazing

The show definitely uses the new GEN III EOD Design which is probably why they've held off releasing it in game.
I think it looks super snazzy and I hope we get to see more face camera attachments in the future.

As for the dust it's just a basic dissolve with a procedural oronoi + static noise. The noise moves with the particles, the voronoi is in world space.
The dissolve is also biased when the camera is near, as a neat way to integrate depth fade without ruining the effect.
