MEET HERB - Cecil's first pokemon caught "Post-Reforming", Herb is a sweet muffin of a Shiny Litwick that was only just barely noticed during one of Cecil's jobs. Has a bad habit of giggling incessantly, giving them an unintentionally psychotic look.

Lead Pokemon designer Ken Sugimori revealed in a recently-translated 2011 interview that Litwick originally had a Flame pre-evolution... but it got cut during Black & White's development.

Spent a little bit too long on this one but I wanted to work on stuff with backgrounds. One of Cecils many ghost hunting jobs, dealing with a swarm of Litwicks in a local graveyard. He'll get around to it, just taking a power nap.
