I will not speak about Lovecraft here, but the RPG. So, CoC is based on the Lovecraft world (No shit, Sherlock...) and is usually set in the 1920s, the setting of Lovecraft's stories. You can find other setups, like a modern one called "Delta green" with X Files/Fringes vibes.
