よく見てますねー。
手持ちのjpeg画像をみてもそうなってました。はっきりした原因はわかりませんが恐らく元画像を縮小するときのサンプル方式の選択を間違えたかのかと思います。
ちなみにこの画像は元のpsdデータです。2値で線画を描いてるのでそれも悪さしてた原因かもしれないです
