Not having three pieces or not having a proper combination will result in Jill making a Sugar Rush by default (as any bartender worth her salt would). It provides 18% damage to all units which is... fine but nothing too special

Out of the gate Jill has a higher buff than most HGs (going up to 40% instead of the usual 30%) and at full specs (she converts her base damage into skill cooldown) she's able to basically upkeep her skill buffs 100% of the time
Jill is a Handgun like Sei, but she's special in the fact that she doesn't attack at all. Instead she makes up her lack of damage by giving extra support
This "no attack big support" approach should be familiar to players of a certain another mobile game.

Notably most of these units have a particular gimmick that makes them stand out. C-MS switches modes to better fit her needs, or ADS being able to apply "corrosion" with her shots.
