For example, as I looked at more examples of tiny cartoon "chibi" characters, I realized I had to simplify a lot of aspects of the design and shape, so you'll see how the Torso was demphasized so focus would be on the head/arms, and the head was made into a much clearer /_\ shape

Like if I had to put my finger on it, He's like a blend of Wile E Coyote with the semi disheveled look on his face with Tick Tok Croc's sorta head shape, with Taz like proportions and chunk...man would I actually draw him this way? I think the model and renders do him injustice.
