i used reference photos from the wiki but yes these guys are just bunneckis and vesps! each side respectfully having a gamma and also my own twist to give them character (example being the glasses, hair tie, hats)

Hopefully a TF2 mod project tries to incorporate them in some fashion.

I'd expect that hats could be possible with them via hair bodygroups that dissapear with certain hats being equipt, since the default mercs have very form fitting hair, or none.
