its not a phantom hit, i know what those are
this is lucas's head hurtbox, its huge
the arrow hitbox did cause the particle effect, but from inside the hurtbox, meaning it did go into the hurtbox but did nothing
it hits in every other instance, its the definition of a bug

Thinking about why Pyra's dair seems to spike at the beginning and middle but not the end and I think what is happening is only the middle frame is meant to apply a spike hitbox, but it interpolates from the first frame's position so it creates this shape, which is all spike
