If i recall every frame of that movie were hand-painted over footage, it isn't a filter.
There's actual artists drawing actual frames here.
@woowidoo yeas!! all brushes u just need to find them which can be hard but csp(what i use) has alot of free ones
for all of these i used "RGB pixel filter" which is a gradient tool that adds the computer screen effects, for the last one i either downloaded a png/used a csp feature for -

Setting aside the animation direction,
the only thing Engage could do to get closer to the original beyond what they already have is to use a high contrast filter and desaturate the blue tones
If they did that I think it would be near indistinguishable.
Art is hard. Beyond technical skill, it requires observing the world around you and translating what you see with your own skill and intention.
One's web comic art is way more impressive to me than this AI anime filter I see being passed around.
