I actually might have figured out what's going on with its head shape. It fits Scott Hartman's skeletal drawing almost perfectly, but it seems they kept the silhouette shape despite the mouth being open in the skeletal.

And one more!!! A character I played in a Runeterra/Bilgewater/Arcane oneshot. My chirean pirate captain named Argus Crunch or Cap'n Crunch! He was a dapper gentlemen that commanded a ship with a skeletal sea leviathan head and was an arcane archer/thief with a hextech rifle.
