Kamaitachi (Ten)

Kamaitachi Ten's short-length, multicolored hair is compromised of three different colors the first being a pink color, and moving closer to the bangs becoming black, and finally the bangs being completely white.

If you have clip studio, i'd recommend putting down a light base color, then putting an "add(glow)" layer above it and putting the same color on top to give it a glow effect. You could also experiment with different colors as the glow layer.
