The hair is pretty close, eyes and eyebrows are good, and I have a olive green half jacket that’s really close to this!

Anyone know how to do this coarse style blend in photoshop? blend tool just sorta makes it blurry, I’m trying to pull off effect of having old paint in your brush & dragging it anyway vs pure color samples. I know some rare brush presets do this but don’t know the name/setting
