I haven't dug through the memory looking for sprites but, if it were me, I'd be using vertically-expanded sprites for the energy bar (to mask sprites exiting the right side), and animating the characters in the right-hand panel against the scroll, so they appear stationary.. 🤔

got a working UI. I used a button node, with a progress bar node over it. So your spells recharge like WOW. When I have drawn art it should look better. I might try animating the icon when its charged. like the animated spell deck.
