One good method to work within a hard tile budget is to coarsely layout the scene in solid-colour 8x8 tiles *first*, then start chiseling out details as you need them. While doing so, you'll often find that the tile you've just chiseled can get repeated in other places.

@JarofRubiesArt The Boy addresses the stream in front of a beautiful background, I will need to add more overlay elements but for now tiny low traffic stream benefits from a clean pretty layout I think! (It also makes for one nice twitch banner)
