@Charliesayseh it really depends style to style
sometimes i just take a slightly darker shade and feather it out n about and add a mini shine
other times i get a g-pen and draw the shapes in hair then grab a oil and gouache brush and add light and blend/soften things up

Second slightly simpler one was a revenge for @ThatOneVultra ! This was a revenge for a gorgeous animation he did! I wish I had had the time to make an animation myself, but I went for a more stylised illustration instead to differentiate it a bit

Fun fact at 12 years old my first ever stylistic change when drawing a character was Subaru from .hack//SIGN.
In .hack//C*4r.=ⁿ project I'll be reviving this stylistic choice which is subtle as I make her arm sleeves and top of her skirt slightly transparent.
