Since his visit to the white supremacists didn't pan out, nor did a visit to Eddie Minh (the mob boss whose men were killed), Dick returns to the scene of the crime and goes over it one more time, and makes the break that he needs.
This reminds me of a scene in Arrow season 1.
When the police report doesn't have anything useful, Dick takes the only lead and checks out the biggest group of criminals without hair: the white supremacist neo-nazis. Even if they don't have any useful information, they had the beating coming.
A good way to see the contrast between young and adult Dick Grayson is by watching The Batman and then Teen Titans. Both shows capture those phases of his life really well.
Dick also fights Brutale for the first time, and knocks him out with a fire extinguisher to the face, which is pretty awesome.
One issue with this run is that it gives Nightwing a bunch of C and B list enemies, and only one or two A list or potentially A list enemies.
Upon hearing that they're going to be evicted, Dick puts his newfound wealth to use and buys the building, renovates it, and puts the residents up in a fancy hotel during construction. This seems to have carried over to Taylor's run, since Dick owns his building there too.
Next issue isn't a tie-in, but the cataclysm earthquake did damage a lot of buildings in Blüdhaven, including Dick's apartment. It's looking like it's going to be demolished, leaving everyone homeless, unless something were to happen.
Issue 20 is a Cataclysm tie-in too. First thing Dick does when he gets a chance is go check on Babs. And apparently, she and Tim haven't met before this (and she doesn't know his secret I.D. yet).
Issue #19 is the first tie-in to a Batman event, Cataclysm. It's pretty self contained though. Mostly just Dick trying to save people trapped by the earthquake. I think it's sweet that the kid calls him Batman and he just rolls with it.
Dick has a truly eclectic group of neighbors. Clancy is of course a great character, but now there's also John Law (the original Tarantula), Tad Ryerstad in the neighborhood (Nite-Wing), and Amygdala. The development of Dick's civilian supporting cast is pretty good.
There are so many great bits of characterization that get left out of fanon, because fanon only focuses on the Bat-family crossovers and interactions between the boys.
Dick is a total gear-head, a capable mechanic and engineer. His car is designed to blend in to Blüdhaven.
