It kinda depends.
On pieces where the character is the focal point I tend to draw them fbefore the background. But if the characters are intended to play off the background and environment then I tend to at least sketch it out first.

It's true just look at how much worse the 3rd picture is than the first. Modernism is the death of art and these 3 paintings totally weren't released in the same year that I found after 5 minutes on google.
