More than half the commercial games library is non-eroge. Plenty of less than horny games had gorgeous art, too, like anything from Glodia, Micro Cabin, Koei, and Falcom among others.

Yeah, lotsa booba on the system, but none of these games ever had a monopoly on PC-98 Aesthetic

Another old Falcom action RPG, a sequel. Despite the repetitive combat, the characters, art style, and story were oozing with charm. So much so that I still think about the game even now. If you don't mind the combat, give it a go.
