A group called Damage Control was responsible for cleaning up all the messes, filing the paperwork and taking care of people. ABC had actually ordered a show based on them but I think they canceled after Inhumans flopped.

Disagree about the Punisher. Not only was Punisher an inaugural title of the Marvel Knights imprint (along with DD, Black Panther and The Inhumans), but he was a member of the eventual Marvel Knights team comic.
