I had expressed that the original is rough and you can see all them jaggy lines right here on the 1st one and how things are way nicer and softer now on the 2nd one.

You're on the right path! But there are still some things you can improve. Try making your lines a bit less jaggy, never do "line shading", it makes the sprite look flat. choose one side to shade. I made an example based on your sprite that can help you see what you can improve.

due to the tightly etched lines, my work does not shrink down well at all and small size jpegs tend to make the lines look jaggy and create weird moiré patterns on low resolution screens

Is there a Photoshop/Clip Studio brush that can mimic this sort of lightly jaggy (boiling) lineart style? (Photoshop preferred if possible)

Coloring an old sketch cause I wanted to try a new brush that I found.
It's a bit jaggy because I don't want to bother correcting the line sketch lol.
I feel like I'm still able to do more, but I'm still trying to figure it out what makes me stuck.
