answer : It was a relic from 1980s cel anime art style where doll-like anatomy was all the rage
Also I think there's this term "BL shading" (not that BL) that was trendy in 80s mecha animu
I've made this chart long time ago, but if I had to revise. It's more easier to go back in time and study the reason of why "he draws like that"
makes things easier and more accurate instead of just copying superficial parts like "black upper lips and doll-like face"
