Are there any ‘drawing’ to 3D model programs like MS Paint 3D but like blender quality? Mainly need like a reference overlay tool and line stabilizer but I wanna get back into making these again and put a lot more quality into it

I absolutely hated gimp and quickly stopped using it upon discovering paint. NET, and I have tried out various other programs such as muro, fire alpaca, paint storm etc etc but never really seriously

Photoshop (2010) > GIMP (2011) > SAI (2013) >SAI2 (2017-now) +Procreate (2020 - now)

It really depends on the image, but I usually approach the AI with an idea of what I want the end result to be before I even fire up the programs.
